ANC 3D Chair Tom Smith steps down

The Advisory Neighborhood Commission 3D elected Commissioner Stu Ross as their Chair on Jan. 11, replacing former Chair Tom Smith. Smith served as Chair for the maximum of two terms, a period of two years.
